    Diplomatic negotiation in an international organisation: an exploration of expert status and power

    This paper will explore the status and characteristics of ‘expert’ membership within an international organisation and its influence on the development of ‘exosomatic resources’. Invoking the framework of the ‘Community of Practice’ (Wenger, 1998), it is argued that status and power are realised in the development and interpretation of policy and conventions within the organisation, through the ‘negotiation of meaning’ and through the ‘politics of participation and reification’. Negotiations and decisions may take place over a period of time but are also situated within plenary debates. As such it is argued that power and hierarchy are not fixed structures but are emergent and fluid discursively over time and space. The paper defines the characteristics of ‘expert’ membership encompassing a consideration of the command of participatory and interactional norms, as well as knowledge of the status and content of reified products. To illustrate these characteristics a critical analysis of the discourse of one delegate is provided. This exemplifies how expert knowledge is applied within a debate to influence and inform the development and interpretation of texts and subsequently to contribute to the (re)production of shared meaning and agreement on issues under debate. It is argued that in considering both the forms of asymmetry in organisations and the practice of decision-making, research should focus on: the type of knowledge that is required and valued in any context; how this knowledge is accessed, enacted and exploited; and which members are instrumental in its construction, representation and reproduction

    Minority rights in a supra-national era: the case of the deaf community in the UK

    The hegemonic influences of nationalism have led to the decline and loss of many minority languages. In recent years however, in parallel with supranationalism, minority groups and Linguistic Human Rights (LHRs) advocates have promoted equitable rights for all. This paper will discuss the field of LHR and will specifically address the rights of D/deaf children in the UK. It is argued that despite official recognition of British Sign Language in 2003 significant steps have not been taken to promote and support a paradigm shift, from viewing the Deaf as a ‘disabled’ grouping to viewing them as a socio-cultural minority

    “Leave no one behind”: linguistic and digital barriers to the dissemination and implementation of the United Nation’s Sustainable Development Goals

    In September 2015 the United Nations (UN) adopted 17 Sustainable Development Goals (SDGs) offering an internationally agreed blueprint for economic, environmental and social development. However those most in need and specifically targeted by the SDGs face significant barriers in accessing information and knowledge about the goals and sustainability in a language or medium that can be understood. Drawing on previous research on the UN’s language policy and practice (McEntee-Atalianis, 2006, 2015, 2016) and analyses of recent UN reports and resolutions on multilingualism, information policy and practice and the SDGs, this paper examines the current status of multilingualism and information transfer within the Organisation. Significant linguistic and digital barriers are identified. It is argued that the UN must plan in more linguistically plural and inclusive ways by developing a tri-sectoral communication network strategy involving civil society, public and private sectors in order to facilitate knowledge transfer and participation, thereby ensuring that ‘no one is left behind’

    A network model of language policy and planning: The United Nations as a case study

    This paper contributes to recent critical discussion of ‘agency’ in LPP research and practice. It argues that whilst scholars have widened their purview to consider the impact of individual actors on LPP in different contexts, the field has not developed or embraced theoretical and methodological frameworks which satisfactorily model or investigate the network of actor impact on LPP. This article analyses the current status of LPP at the United Nations (UN). Taking the ‘Actor-Stage Model’ (Zhao & Baldauf, 2012) as a theoretical point of departure, the paper discusses and analyses the most recent review of LPP within the UN. It becomes apparent that a network of agents is responsible for LPP development, influence and implementation within the organisation. This ‘web of influence’ is schematised using a network model which accounts for the implicit and explicit responsibility of multiple actors/’experts’ within and outside of the organisation. A sub-analysis of institutional LPP goals reveals the ‘polycentric’ and ‘relational’ nature of influence within and across multiple ’nodes’. It is argued that the network model and the concept of ‘web of influence’ is crucial in de- and re-constructing particular LPP goals and serves as a useful heuristic for those investigating or working within similar sites of inter/transnational integration as well as LPP in other macro, meso or micro-contexts

    Mapping the language ideologies of organisational members: a Corpus Linguistic Investigation of the United Nations’ General Debates (1970-2016)

    Supranational and international organisations have long experienced difficulties in implementing multilingual policies, and this is, in part, due to a lack of activism on language matters by their membership (Author, forthcoming; Kruse & Ammon, 2018). The aim of this paper is not only to highlight the importance of investigating language ideology within the field of organisational language policy, but also to scrutinise the language ideologies particular to an influential body of institutional members. Using the United Nations as a site of exploration, and the UN General Debates Corpus (Mikhaylov, Baturo and Dasandi, 2017) as a dataset, this paper traces if and how issues of language have preoccupied the deliberations and work of UN member states over the course of 46 years, and if these discussions align with organisational policy. Using corpus linguistics, the paper maps the ideological landscape and language policy discourses across time, identifying a paucity of discussion over almost five decades. The paper argues that attention to the absence of references to language problems/language policy in the organisation is just as important as an exploration of language problems themselves. If organisations wish to make changes to language policies, and/or prioritise policy implementation, they would do well to attend more closely to the language ideologies of their membership and/or to reasons for their apparent inattention to language issues

    Measuring diversity in multilingual communication

    This article develops new indices to measure linguistic diversity. It is new in two respects: firstly, existing indices to measure the probability that in a given multilingual context communication among people speaking different languages can successfully occur are based on the assumption that communication is possible only if at least one single language is shared. This study develops new indices that describe the probability that people with different linguistic repertoires can effectively communicate not only through one common language, but also by relying on their receptive competence in multiple languages, or a mix between the two communication strategies. Secondly, it develops indices to measure the degree of diversity of language policies aimed at providing multilingual communication (through translation and interpretation). The focus, therefore, is on the organisation as collective actors rather than individuals. The indices may be relevant to the study of the political and economic implications of linguistic diversity in multilingual countries, and in the management of diversity in multilingual organisations

    The role of metaphor in shaping the identity and agenda of the United Nations: the imagining of an international community and international threat

    This article examines the representation of the United Nations in speeches delivered by its Secretary General. It focuses on the role of metaphor in constructing a common ‘imagining’ of international diplomacy and legitimising an international organisational identity. The SG legitimises the organisation, in part, through the delegitimisation of agents/actions/events constructed as threatening to the international community and to the well-being of mankind. It is a desire to combat the forces of menace or evil which are argued to motivate and determine the organisational agenda. This is predicated upon an international ideology of humanity in which difference is silenced and ‘working towards the common good’ is emphasised. This is exploited to rouse emotions and legitimise institutional power. Polarisation and antithesis are achieved through the employment of metaphors designed to enhance positive and negative evaluations. The article further points to the constitutive, persuasive and edifying power of topic and situationally-motivated metaphors in speech-making

    Language attitudes and use in a transplanted setting: Greek Cypriots in London

    In this paper we explore language attitudes and use in the Greek Cypriot community in London, England. Our study is based on an earlier survey carried out in Nicosia, Cyprus and we compare attitudes to language and reported language use in the two communities. We thereby highlight the significance of sociolinguistic variables on similar groups of speakers. We further extend our investigation to include codeswitching practices in the London community. \ud Analysis of language attitudes and use within the Greek-Cypriot population of London, and comparisons with findings in Nicosia, reflect symbolic forces operating in the two contexts. Despite obvious differences between the two communities, (most obviously the official languages and distinct cultural backgrounds of the two nations), the Greek Cypriot Dialect continues to play an active role in both. English is however the ‘default choice‘ for young Cypriots in the UK and Standard Modern Greek occupies a much more limited role than in Cyprus. It is argued that differences in language attitudes and use can be interpreted in light of different market forces operating in the nation (i.e. Cyprus) and the Diaspora (i.e. UK)

    Narratives of sex-segregated professional identities

    This article highlights the significance of small story analysis for the identification of positioning acts which function as rhetorical warrants for career choices and trajectories. It analyses stories told by Speech and Language Therapists (SLTs) investigating the tensions expressed in the negotiation and performance of their gendered professional identities. Identity work is achieved via accountability and orientation to: past and present self; interlocutors within the interaction; and “master narratives” about gendered work. Small stories act as a medium of professional identity construction, rapport-building and as a site of contestation, employed to (re)appraise the social order, particularly with respect to “women’s” and “men’s” work. Gendered discourses are shown to impact on the amount of men entering the SLT profession and the specialisms and progression routes that men and women pursue. The analysis points to the reproductive, pervasive and regulatory power of gendered discourses on individuals’ experience of their subjectivity and professional identity
